“Local government” means counties and parishes; municipalities, cities, towns, boroughs, and townships; local public authorities; school districts; intrastate districts; councils of governments; regional and interstate government entities; agencies or instrumentalities of local governments; state-recognized tribes; and special districts established under state law.
