The following license fees shall be charged by the department:

1. (a) For a new license, $200, which shall include the competency test and the background investigation;

2. (b) For each of the following endorsements, $100:

   1. (1) Pyrotechnic effects before a proximate audience;
   2. (2) Flame effects; or
   3. (3) Special effects;
3. (c) For an apprentice license, $200, which shall include the background investigation. This fee shall be applied to a new license application, if the apprentice license is valid;
4. (d) For each renewal license, $100; and

5. (e) For each of the following renewal endorsements, $100:

   1. (1) Pyrotechnic effects before a proximate audience;
   2. (2) Flame effects; or
   3. (3) Special effects.
