“Apprentice operator” means a person engaged in learning and assisting in the loading, handling, use, mixing, device wiring to any system already connected to a firing control system or mechanism, testing, discharging, firing, or rendering safe of pyrotechnic effects, special effects, or flame effects before a proximate audience and who is at all times under the direction of an operator.
