- (a) The scope of these rules is limited to cases where no federal law or regulation supersedes or conflicts with the provisions contained herein. In the event of conflict between a federal law or regulation and these rules, the federal law or regulation shall control.
- (b) Compliance with these rules shall be in addition to any federal requirements.
- (c) These rules shall not apply to federal government shipments specified in RSA 107-D:7.
