1. (a) In accordance with RSA 541-A:29, after reviewing all the information submitted by the applicant, pursuant to Saf-C 6011.04, the state fire marshal shall:

   1. (1) Certify the private firefighting unit, if it has complied with all requirements in this part; and
   2. (2) Notify in writing the applicant and the governing body of the city, town, or village district with which the applicant intends to contract, of his or her decision.
