These rules shall apply to:
- (a) Motor carriers engaged in the transportation of hazardous materials;
- (b) Officers or employees of the motor carrier who perform supervisory duties related to the transportation of hazardous materials;
- (c) A person who operates or is in charge of a motor vehicle containing hazardous materials; and
- (d) A shipper of hazardous materials.
