1. (a) Denial of an application for a vehicle license shall be made in accordance with RSA 541-A:29.

2. (b) An application shall be denied for:

   1. (1) Information or equipment that does not meet the requirements of these rules;
   2. (2) Acts or offenses as set forth in RSA 153-A:13, I(c) or (j);
   3. (3) Violations of RSA 153-A:13, I(g), specifically failure to pass vehicle or applicable shelter reinspection due to continued deficiencies contrary to these rules;
   4. (4) Failure to provide sufficient funds for payment of a license;
   5. (5) Failure to meet the qualifications; or
   6. (6) Failure to submit required documentation.
3. (c) Any applicant aggrieved by the decision of the commissioner relating to a denial of an application may request an adjudicative hearing in accordance with RSA 541-A and Saf-C 200.
