For the purposes of this part:

1. (a) “Exonerated” means any allegation that is true, but was lawful;

2. (b) “Not Sustained” means any allegation for which there is insufficient evidence to either prove or disprove;

   (c)“Sustained” means any allegation for which there is sufficient evidence to prove that it occurred; and

3. (d) “Unfounded” means any allegation that was investigated and found to have no foundation or basis in fact.
