1. (a) In all instances in RSA 260:14, V(a) which require that a request be made for a "named person's motor vehicle records", the requestor must submit the following information for the person whose record is being requested:

   1. (1) The name of the person; and
   2. (2) The date of birth.
2. (b) Notwithstanding (a) above, a request may be made based upon the vehicle registration or vehicle identification number if the requestor needs the information for purposes specified in RSA 260:14, V(a)(5).
