(a) The certificate of authority for agents shall be:
- (1) On the principal's letterhead;
- (2) Indicate the name of the agent or employee;
- (3) If the agent is a corporation, partnership, or other legal entity, the letter shall indicate the name(s) of the individuals from the agent-entity authorized to receive records for the agent;
- (4) The period of time the authorization is valid for, but not to exceed one year; and
- (5) Signature of the principal, or if a legal entity, signature of the director, officer, or branch manager for the principal.
- (b) Notwithstanding any rule to the contrary, for the purposes of RSA 260:14, V(a), a certificate of authority shall be provided for each request for a motor vehicle record of a named person. Bulk users authorized by Saf-C 5602.08(a), however, do not need to submit a certificate of authority for each request.
