The program coordinator shall:

1. (a) Manage disbursement from the fund as follows:

   1. (1) Prepare an annual budget for the fund; and
   2. (2) Submit contracts to the director for approval; and

2. (b) Report on an annual basis to the director the amounts disbursed for:

   1. (1) Registration process;
   2. (2) Site rental;
   3. (3) Storage containers;
   4. (4) Promotion;
   5. (5) Instructor training;
   6. (6) Motorcycles and helmets;
   7. (7) Motorcycle maintenance; and
   8. (8) Program teaching aids and equipment.
