It is the purpose of this chapter to provide for the reimbursement of all reasonable and necessary costs for response, incident assessment, control, containment, and abatement of the immediate hazard as a direct result of an actual or threatened hazardous material or waste incident all to better protect the public health, safety, and welfare as provided in RSA 154:8-a.
