Whenever steel caps or hoods are required to protect padlocks, the steel cap or hood shall be constructed of not less than ¼ inch steel and shall be designed to eliminate access to the hasp between the hood or cap and magazine. An extra ¼ inch steel shall be required by the director when it is necessary to prevent the cutting of any part of the locking assembly.
