1. (a) Commercial plates shall be issued to commercial motor vehicles, as defined in RSA 259:12-e, excluding those plates issued pursuant to Saf-C 513.09.

2. (b) Commercial plates shall:

   1. (1) Have 3 to 6 characters, one of which shall be the letter "A", one of which shall be a letter, and the remainder of which shall be numerals;

   2. (2) If a numerical commercial plate:

      1. a. Have the letters "COMM" on the left vertical border; and
      2. b. Have a numeral from one to 999; or
   3. (3) If a vanity plate, have characters that conform with the requirements of Saf-C 513.62(c).
