1. (a) Apportioned plates shall be issued to vehicles engaged in interstate commerce pursuant to the International Registration Plan as authorized under RSA 260:73.

2. (b) Apportioned plates shall:

   1. (1) Have the word "APPORTIONED" on the upper border; and
   2. (2) Have 3 to 6 characters, one of which shall be the letter “A”, one of which shall be a letter, and the remainder of which shall be numerals.
