1. (a) A vehicle purchased from a licensed New Hampshire dealer shall not be required to have an in-transit registration. Dealers shall issue temporary dealer registrations to those out of state residents whose state recognizes such registrations.
2. (b) The department shall furnish application forms for in-transit registration at the division of motor vehicles, 23 Hazen Drive, Concord, N.H. 03305, at any substation, or at an authorized municipal agent.

3. (c) Each applicant for an in-transit registration shall furnish the following on the prescribed form:

   1. (1) Name, legal address, and date of birth;

   2. (2) Proof of identity, including:

      1. a. Current passport;
      2. b. Current driver license or driver license that has expired no more than 12 months prior to the date of application;
      3. c. Military discharge papers;
      4. d. Current non-driver identification card or non-driver identification card that has expired no more than 12 months prior to the date of application;
      5. e. Permanent resident card; or
      6. f. Military identification card.
   3. (3) Driver license number and state of origin;
   4. (4) Name and address of person selling the vehicle;
   5. (5) Date of purchase;
   6. (6) Proof of ownership;
   7. (7) The state in which the vehicle shall be registered;
   8. (8) A statement that the vehicle meets all New Hampshire inspection requirement and is in safe operating condition;
   9. (9) Whether the vehicle was purchased in New Hampshire;

   10. (10) Description of the vehicle, including:

       1. a. Make, model, and color;
       2. b. Vehicle identification number; and
       3. c. Year of manufacture;
   11. (11) A statement that all the information on the form is true;
   12. (12) Signature of the applicant; and
   13. (13) Optional customer contact information to include either or both telephone number and email address.
4. (d) Upon receipt of the materials set forth above and the statutory fee, the department shall issue an in-transit plate and registration certificate.
5. (e) The in-transit plate and registration certificate shall be valid for 20 days from the date of issuance and only for the purpose of transporting the vehicle to its intended destination.
6. (f) A vehicle shall not have more than one in-transit registration issued by this state.
7. (g) Pursuant to (c)(9) above, if a vehicle was not purchased in New Hampshire, an in-transit plate and registration certificate shall not be issued.
