1. (a) In the event an applicant desires to obtain a particular registration number, the applicant shall apply in person or by mail, to:

   The Office of the Commissioner

   James H. Hayes Building

   33 Hazen Drive

   Concord, N.H. 03305.

2. (b) Registration numbers shall be the property of the state and shall be assigned by the department in accordance with these rules.

3. (c) Notwithstanding (b) above, the same registration number may be retained in the event of a transfer of vehicle ownership to a surviving spouse, except for the following classification of plates:

   1. (1) Purple heart plates;
   2. (2) Temporary plates;
   3. (3) Veteran's plates, to include disabled veteran's plates;
   4. (4) Walking disability plates, unless the surviving spouse is disabled; and
   5. (5) Gold star plates.
