The commissioner shall schedule a hearing within a reasonable period of time, but in no event more than 60 calendar days after the date he received the request. The commissioner shall provide at least 7 calendar days advance notice of the hearing. The hearing shall be held in a town in which the body of water under consideration is located, or in a contiguous town.
