(a) Training and competency standards shall comply with the following:
- (1) First responder at the awareness level shall be a fire service responder meeting the minimum training and education competencies as certified by the fire standards and training commission established pursuant to the authority contained in RSA 21-P:28, I(a) in the course titled Hazardous Materials Awareness;
- (2) First responder at the operational level shall be a fire service responder meeting the minimum training and education competencies as certified by the fire standards and training commission established pursuant to the authority contained in RSA 21-P:28, I(a) in the course titled Hazardous Materials Operations;
- (3) Hazardous materials technician shall be a fire service responder meeting the minimum training and education competencies as certified by the fire standards and training commission established pursuant to the authority contained in RSA 21-P:28, I(a) as a hazardous materials technician; and
- (4) Incident commander shall be a first responder meeting the minimum training and education competencies in the Uniform Fire Code NFPA 1: Fire Code Handbook, as adopted in RSA 153:1, VI-a and available as noted in Appendix 2.
(b) Off-site emergency responders shall be trained to perform at one of the following levels:
- (1) First responder at the awareness level;
- (2) First responder at the operational level;
- (3) Hazardous materials technician level; or
- (4) Incident commander level.
