1. (a) Prior to conducting an on-site evaluation of an agency's request for approval, the department shall determine whether the application is complete.
2. (b) If an application is incomplete, the applicant shall be notified in writing by the department within 30 calendar days of the date of receipt of the application of any apparent errors or omissions. The applicant shall be allowed to resubmit the application to the department, within 30 calendar days of receipt of notification.
3. (c) If the application is complete, the applicant shall be notified in writing by the department within 30 calendar days of the date of receipt of the application that an on-site evaluation shall be conducted by the department.
