1. (a) A motorcycle shall be rejected if:

   1. (1) The body components or sheet metal have tears, sharp edges or protruding areas which present a safety hazard to any person;

   2. (2) Any fender:

      1. a. Is missing;
      2. b. Is improperly installed;
      3. c. Provides inadequate protection from road debris;
      4. d. Interferes with the safe operation of the motorcycle; or
      5. e. Is not a type compatible with the original equipment; or
   3. (3) Any weld or structural component of the frame assembly is cracked or broken.
