1. (a) Hood scoops shall be permitted on a vehicle with the following requirements:

   1. (1) No aftermarket or non-manufacturer installed hood scoop shall be more than 4 inches in height at the rear or 5 inches in height at the front;
   2. (2) The height shall be determined by measuring vertically from the surface of the hood to the top of the scoop, at a 90 degree angle from the point at which the scoop meets the surface of the hood;
   3. (3) No point on the top of a scoop shall be more than 5 inches in height from the surface of the hood;

   4. (4) Notwithstanding the height allowances set forth in this section, no hood scoop shall be constructed or installed in a manner that creates a visual obstruction which:

      1. a. Impairs a driver's field of vision;
      2. b. Results in a blind spot which hampers a driver's ability to safely maneuver or park a vehicle; or
      3. c. Otherwise restricts a driver's ability to safely operate a vehicle.
