N.H. Code Admin. R. Saf-C 3202.17
“On-board diagnostics (OBD)” means the computer-based system required by the U.S. Environmental Protection Agency (EPA) in all 1996 and newer light-duty vehicles and trucks, designed to monitor the performance of certain major engine components, including those components responsible for controlling emissions.
