All applicants for CDL driver education certificates shall:
- (a) Hold a valid driver license for the class(es) of vehicle for which they intend to instruct; and
- (b) Have a minimum of 5 consecutive years as a licensed driver, in the vehicle class in which they intend to instruct, immediately prior to the date of application.
