1. (a) Each student shall demonstrate a basic knowledge of traffic signs and speed zone limits prior to beginning behind-the-wheel instruction.

2. (b) Periodic examinations shall be administered throughout the duration of the program, culminating in a final written proficiency test, consisting of a student’s knowledge and understanding in the following areas:

   1. (1) Vehicle movement, which shall include:

      1. a. Highway transportation system (HTS);
      2. b. Vehicle controls, including automatic and manual transmission;
      3. c. Vehicle handling, including front, rear and all-wheel drive;
      4. d. Search, identify, predict, decide, and execute process (SIPDE) or zone control; and
      5. e. Acceleration, deceleration, cornering and braking;

   2. (2) Traffic control, which shall include:

      1. a. Regulatory, warning and speed limit signs;
      2. b. Guide and international signs;
      3. c. Pavement markings;
      4. d. Traffic control signals;
      5. e. Intersections and right of way; and
      6. f. Physical laws of movement and driving;

   3. (3) Interaction with other HTS users, which shall include:

      1. a. Maintaining a safe distance;
      2. b. Lane usage;
      3. c. Passing and overtaking;
      4. d. Yielding at entry and exit ramps; and
      5. e. Adjusting to other HTS users;

   4. (4) Driver and vehicle condition, which shall include:

      1. a. Physical and emotional fitness of driver;
      2. b. Emotions and how they affect driving ability, including aggressive driving;
      3. c. Alcohol and controlled substances and their effect on driving;
      4. d. Distractions and increased driving risk; and
      5. e. Vehicle ownership and preventive maintenance;

   5. (5) Avoiding and reacting to driving environments and emergencies, which shall include:

      1. a. Looking ahead, maintaining a space cushion and crash avoidance;
      2. b. Night driving and driving while being tired;
      3. c. Winter driving conditions;
      4. d. Wet weather and fog conditions;
      5. e. Paved and unpaved road conditions;
      6. f. Secondary roads;
      7. g. Interaction with pedestrians, animals, motorcycles, trucks and bicycles;
      8. h. Railroad crossings; and
      9. i. Mechanical breakdown, including changing a flat tire; and

   6. (6) Motor vehicle laws and rules, which shall include:

      1. a. Driver license application;
      2. b. Motor vehicle registration;
      3. c. Motor vehicle title;
      4. d. Administrative action against a driver license, including administrative license suspension for driving while intoxicated and original license suspension; and
      5. e. Organ and tissue donorship.
