1. (a) The driver education instructor shall maintain an instructional record of each student, which shall include:

   1. (1) Classroom instruction; and
   2. (2) Behind-the-wheel instruction.

2. (b) The classroom instructional record shall include the following:

   1. (1) Name of each student;
   2. (2) The time each class was started and completed, to the minute, exclusive of breaks and other non-instructional activity as set forth in Saf-C 3110.04(d);
   3. (3) Whether the time of each class occurred in the morning, afternoon or evening;
   4. (4) Assignment grades;
   5. (5) Test grades; and
   6. (6) Final course grade.

3. (c) The behind- the- wheel instructional record shall include the following:

   1. (1) Name, address and telephone number of each student;
   2. (2) Date of each lesson;
   3. (3) The time each lesson was started and completed, to the minute, including whether it occurred in the morning, afternoon or evening;
   4. (4) Description of instruction;
   5. (5) Name of instructor; and
   6. (6) Vehicle used.
4. (d) The behind-the-wheel instructional record shall be updated at the time of or immediately following each lesson.
5. (e) All driving schools shall maintain instructional records in accordance with the requirements of Saf-C 3114.
6. (f) All instructional records shall be available for inspection by any current or past enrollee or authorized employee of the departments.
