N.H. Code Admin. R. Saf-C 3003.14 – Limitation

(a) A person who qualifies for a hardship registration shall be able to obtain a hardship registration for the total number of vehicles on which the person’s name appears on the registration form, if the person requests.
(b) The owner of a vehicle whose license and registration privileges have been suspended or revoked shall not be authorized to operate the vehicle, despite the fact that a hardship registration has been obtained, until his or her license and registration privileges have been restored.
