1. (a) The hearing shall be presided over by the commissioner or his or her designee.

2. (b) The commissioner or designee shall:

   1. (1) Call the hearing to order;
   2. (2) Cause a recording of the hearing to be made;
   3. (3) Recognize those who wish to be heard;
   4. (4) Maintain order during the hearing; and
   5. (5) Adjourn the hearing.
