N.H. Code Admin. R. Saf-C 203.29
Unless otherwise specified by law, the standard of proof shall be by a preponderance of the evidence. “Proof by preponderance of the evidence” means a demonstration by admissible evidence that a fact or legal conclusion is more probable than not to be true.
