Vehicles transporting blasting agents shall only be driven by and be in charge of a driver at least 21 years of age who is capable, careful, reliable and in possession of a valid motor vehicle operator's license. Such person shall also be familiar with the vehicle and traffic laws of the state of New Hampshire.
