1. (a) No blasting operation shall be conducted unless at least one holder of a valid certificate of competency, of a type set forth in Saf-C 1604.02, is physically present at all times during such blasting operations.
2. (b) The director, upon application of any natural person, shall issue a certificate of competency to such person to conduct blasting operations upon the showing by the applicant that he or she is qualified, as set forth in Saf-C 1604.03.
3. (c) A certificate of competency shall not constitute a license to use, purchase and transport explosive materials and shall be obtained in addition to any other license the applicant might possess.
4. (d) Certificates of competency shall be valid for 4 years from the date of issue unless suspended or revoked prior thereto by the director.
5. (e) No certificate of competency shall be reassigned or transferred.
