A one-way or two-way radio communication system or mobile or cellular phone system may be installed in each school bus, with the controls accessible to the school bus driver. Each system shall be designed and installed in such a manner as to prevent injuries to the driver and any passenger in the event of a sudden stop. Citizen band radio systems and general mobile radio service systems shall not be permitted.
