1. (a) The purpose of in-service instruction is to improve school bus driver skills, attitude, and knowledge.
2. (b) Each school bus driver, on an annual basis, shall successfully complete or instruct pursuant to Saf-C 1305.04, a minimum of 8 hours of instruction or review in order to maintain a satisfactory level of driver competence and knowledge of changes in laws, rules, and procedures. The instruction shall include the items set forth in Saf-C 1305.02(c).

3. (c) In-service instruction shall include the following topics:

   1. (1) Reviewing all pre-service requirements;
   2. (2) Elements of a defensive driving course approved by the commissioner, in accordance with Saf-C 7508.07(b);
   3. (3) First aid;
   4. (4) Unique concerns of area and region;
   5. (5) Field trip or activity trip procedures;
   6. (6) Skid procedures and vehicle handling procedures;
   7. (7) Use of fire extinguisher;
   8. (8) Sexual harassment;
   9. (9) Updating and reviewing transportation issues involving special needs students;
   10. (10) Reviewing school district and school bus company policies regarding the transportation of students;
   11. (11) Railroad grade crossing safety;
   12. (12) The provisions of RSA 193-F, pertaining to bullying and other pupil safety and violence prevention issues; and
   13. (13) The provisions of RSA 193-J pertaining to suicide prevention.
4. (d) The designee of each school district or school bus company, shall complete and submit to the division form DSMV 126, “School Bus Driver Roster,” (rev. 06/24).
5. (e) By signing the form, the designee of the school district or bus company shall certify the following under the penalties of unsworn falsification pursuant to RSA 641:3: “I do hereby certify, under the penalty of unsworn falsification, that I have trained the drivers on the above Attendance Sheet or on the reverse side of this form, School Bus Driver Roster, in accordance with RSA 265:58 and Saf-C 1300 School Bus Driving Rules.”
6. (f) A copy of the driver’s license shall be attached to the form DSMV 126 for any school bus driver listed on the form who holds an out-of-state driver’s license.
7. (g) If the school bus driver is currently certified and has met the minimum required training as outlined in Saf-C 1305.03(b), that training shall be transferable to another school district or school bus company after proof of required training has been verified and accepted by the school bus instructor or person authorized by a school district or school bus company.
