Notwithstanding the provisions of Saf-C 1014.03, the department shall deny an application for a limited privilege license if:

1. (a) The applicant’s operator’s license is currently under suspension or revocation for a reason independent of a first and only conviction under RSA 265-A:2, I; or

2. (b) The application fails to comply with these rules.
