The ombudsman shall, within 60 days of receiving a request for an explanation of an adopted rule in accordance with Rko 221.01 provide a written response which:

1. (a) Concisely states the office’s understanding of the meaning of the adopted rule, if necessary correcting errors in the petitioner’s proffered understanding;
2. (b) Concisely states the principal reasons for and against the adoption of the rule in its final form; and
3. (c) States, if applicable, why the ombudsman did not accept arguments and considerations presented against the rule.
