“Monitoring” means the DRA’s:

1. (a) Review of the accuracy of appraisal work by inspecting, evaluating, and testing in whole or in part of the data collected for the municipality by their appraiser(s);
2. (b) Review of the appraiser(s) compliance with the terms of a contract or in-house work plan; and
3. (c) Review that the appraisal work complies with all applicable statutes and rules.
