The applicant shall not be eligible for the certain disabled veterans’ exemption unless, in addition to meeting the ownership requirements of Rev 402.03, and the residency requirements of Rev 408.02, the applicant is a person discharged under conditions other than dishonorable, or honorably separated from military service of the United States, who:

1. (a) As the result of a total and permanent service-connected disability:

   1. (1) Is 100 percent permanently and totally disabled as prescribed in 38 C.F.R. 3.340, total and permanent total ratings and unemployability;
   2. (2) Is a double amputee of the upper or lower extremities or any combination thereof;
   3. (3) Is a paraplegic; or
   4. (4) Has blindness of both eyes with visual acuity of 5/200 or less; and

2. (b) Owns a specially adapted homestead which has been acquired:

   1. (1) With the assistance of the United States Department of Veterans Affairs; or
   2. (2) Using proceeds from the sale of any previous homestead which was acquired with the assistance of the United States Department of Veterans Affairs.
