“State”, pursuant to RSA 77-A:3 and RSA 77-A:4, means:
- (a) Any state of the United States or any political subdivision thereof;
- (b) The District of Columbia;
- (c) The Commonwealth of Puerto Rico;
- (d) A territory or possession of the United States; and
- (e) Any foreign country or political subdivision thereof.
