1. (a) Form MS-42, “Statement of County Appropriations and Revenue as Voted”, shall be completed by the clerk of the county convention and a copy filed with the secretary of state and the department, pursuant to RSA 24:24, after the adoption of:

   1. (1) The budget by the county convention; and
   2. (2) Supplemental appropriations by the county convention.
