Expenditures related to the conservation and development of natural resources shall be as follows:

1. (a) Account 4611, “Conservation Administration,” shall be for administrative expenditures related to conservation activities;

2. (b) Account 4612, “Purchase of Natural Resources,” shall be for expenditures related to the acquisition of natural resources including:

   1. (1) Water;
   2. (2) Soil;
   3. (3) Forest; and
   4. (4) Land; and
3. (c) Account 4619, “Other Conservation,” shall be for expenditures related to the preservation, conservation and development of natural resources not classified in (a) and (b) above.
