Expenditures related to the removal and disposal of sewage and other waste materials shall be as follows:

1. (a) Account 4321, “Sanitation Administration,” shall be for administrative expenditures related to sanitation activities;

2. (b) Account 4323, “Solid Waste Collection,” shall be for expenditures related to:

   1. (1) Garbage and other refuse collection; and
   2. (2) Delivery to the disposal facility;

3. (c) Account 4324, “Solid Waste Disposal,” shall be for expenditures related to the disposal of garbage and other refuse including:

   1. (1) Landfill operations;
   2. (2) Incineration;
   3. (3) Recycling; and
   4. (4) Other disposal methods;

4. (d) Account 4325, “Solid Waste Facilities Clean-Up,” shall be for expenditures related to the clean-up of solid waste facilities including:

   1. (1) Landfill caps; and
   2. (2) Hazardous waste clean-up;

5. (e) Account 4326, “Sewage Collection and Disposal,” shall be for expenditures related to:

   1. (1) Collection and disposal of sewage; and
   2. (2) Waste water treatment; and
6. (f) Account 4329, “Other Sanitation,” shall be for expenditures for other sewer or solid waste activities not classified in (a) through (e) above.
