1. (a) Services provided by a retailer to a customer shall not be included in the gross charge when:

   1. (1) They are not necessary for, or directly related, to the provision of communications services;
   2. (2) They are identified as separate services to the customer; and
   3. (3) The cost for such services are disaggregated.

2. (b) Disaggregated services shall include, but not be limited to the following:

   1. (1) Directory advertising;
   2. (2) Consulting services;
   3. (3) Billing and collection revenue; and
   4. (4) Non-communication products.
