For purposes of this part, the following definitions shall apply:

1. (a) “Forum” means a publicly noticed meeting for the purpose of receiving public comment on assessments of regulated public utilities.
2. (b) “Presiding officer” means the commissioner or the individual to whom the commissioner has delegated the authority to preside over the public forum.
