1. (a) Any party may make a motion requesting that the presiding officer order a party to comply with information, documents, or deposition request. The motion shall be filed at least 30 days before the date scheduled for the hearing, or as soon as possible after receiving the notice of hearing if such notice is issued less than 30 days in advance of the hearing.

2. (b) The motion shall:

   1. (1) Set forth in detail those factors which justify the request for information, documents, or a deposition; and
   2. (2) List with specificity the information it is seeking to discover, or the person it is seeking to depose and his or her relevance to the hearing.
3. (c) When a party has demonstrated that such a request for information, documents, or a deposition is necessary for a full and fair presentation of the evidence at the hearing, the presiding officer shall grant the motion.
