1. (a) Applicants for accreditation and re-accreditation of a pre-licensing course shall submit an outline showing 40 course hours to be taught, on subject areas approved by the commission, including but not limited to:

   1. (1) New Hampshire RSA 331-A;
   2. (2) New Hampshire Administrative Rules Chapters Rea 100-700;

   3. (3) New Hampshire real estate practices relating to:

      1. a. Human rights;
      2. b. Environmental issues;
      3. c. Condominium Act, RSA 356-B;
      4. d. Planning and zoning;
      5. e. Wetlands;
      6. f. Taxation;
      7. g. Manufactured housing;
      8. h. Property management, tenant and landlord practices;
      9. i. Recordation; and
      10. j. Descent and distribution;

   4. (4) Listing property, including:

      1. a. Listing;
      2. b. Assessment of property value; and
      3. c. Services to the seller;

   5. (5) Selling property, including:

      1. a. Services to the buyer; and
      2. b. Advising buyers of outside services;

   6. (6) Property management, including:

      1. a. Leasing, and;
      2. b. Management;

   7. (7) Settlement or transfer of ownership, including:

      1. a. Tax issues;
      2. b. Titles;
      3. c. Settlement procedures; and
      4. d. Completion of the transaction;

   8. (8) Financing, including:

      1. a. Sources of financing;
      2. b. Types of loans;
      3. c. Terms and conditions; and
      4. d. Common clauses and terms in mortgage instruments; and
   9. (9) Professional responsibilities, fair practices, and administration.
