The OPLC shall issue a temporary practice permit as described in Rab 307.04 to an appraiser who is not certified or licensed in this state but is currently certified or licensed in another state when:

1. (a) The property or properties to be appraised under the temporary practice permit are part of a federally related transaction;
2. (b) The appraiser’s business is of a temporary nature; and
3. (c) The appraiser is personally eligible for and applies for such a permit pursuant to Rab 307.06.
