1. (a) Pursuant to RSA 125-O:23, III, the commission shall allocate at least 10 percent of the greenhouse gas emissions reduction fund, on an annual basis to assist low income residential customers:

   1. (1) To reduce total energy use, including heating fuels; and
   2. (2) To foster the development and retrofitting of highly efficient and affordable housing.
