1. (a) This chapter shall apply to:

   1. (1) Community power aggregations as defined in Puc 2202.05;
   2. (2) Committees as defined in Puc 2202.04;
   3. (3) Competitive electric power suppliers (CEPS) to the extent they are serving community power aggregations as a load serving entity; and
   4. (4) Electric distribution utilities in their relationship and interaction with community power aggregations and committees.
2. (b) Puc 2204.02(a)(4), Puc 2205.13(a)(9), and Puc 2205.15 shall not apply to CPAs where their customers are served by a rural electric cooperative for which a certificate of deregulation is on file with the commission, except by voluntary agreement of such a rural electric cooperative.
