1. (a) Exhibits shall be filed 10 business days prior to hearing.

2. (b) Exhibits shall:

   1. (1) Be sequentially numbered by page throughout the multiple parts of an exhibit, if applicable, and lines shall be sequentially numbered on each page;
   2. (2) Be Bates stamped in the lower right-hand corner with Arabic numerals;
   3. (3) Be pre-marked in the upper right-hand corner of each page with the docket number and the exhibit number, and named with the docket number, date of hearing, exhibit number, as follows “Docket No._Hearing_Date_exh. #”; and
   4. (4) If confidential, include identification that it is confidential and be marked accordingly.
3. (c) Exhibits may contain a summary in an accompanying text or caption section.
4. (d) Parties filing exhibits shall ensure each page has no less than one-inch margins on all sides.
5. (e) A party presenting an exhibit at hearing with any material that has not been previously submitted to the commission shall provide a copy to commission staff, each commissioner, the court reporter, any witness or witnesses then testifying, and each party present at the hearing.

6. (f) When determining whether to admit a late-filed hearing exhibit or an exhibit not filed pursuant to Puc 204.12(a) into evidence, the commission shall consider:

   1. (1) Whether there are reasonable grounds for failure to submit the exhibit pursuant to Puc 204.12(a);
   2. (2) The probative value of the exhibit;
   3. (3) The prejudicial effect the late filed exhibit would have on the other parties; and
   4. (4) Whether the new evidence requires the hearing to be cancelled or rescheduled.

7. (g) Any party offering an exhibit other than a document or photograph shall:

   1. (1) Produce the exhibit for evaluation during a hearing; and
   2. (2) Submit a photographic representation of the exhibit for inclusion in the record.
8. (h) Upon receipt of exhibits that do not comply with Puc 204.12(a)-(g), the commission shall review the noncompliant filing to determine if additional time is needed for the commission to review all exhibits prior to hearing.
