The intervention process shall be as follows:
- (a) Requests to intervene shall be in the form of a petition, in which the petitioner states the reasons why intervention in a specific docket should be granted;
- (b) The commission shall rule on petitions to intervene in accordance with the standards of RSA 541-A:32; and
- (c) In exercising its discretion under RSA 541-A:32, II, the commission shall consider whether the intervention will impair the orderly and prompt conduct of the proceedings.
